Program management provides a holistic approach to the successful delivery of a project. It augments client in-house capabilities to lead a capital project and increases program accountability for all team members. It mitigates risk through analysis and planning and then links business objectives to planning and implementation.
At the outset, Alter Construction Group will provide strategic planning, investigate capital planning needs and restrictions, organize consultant selection and coordination, and manage financial and scheduling planning and control. While providing construction management oversight, Alter Construction Management will ensure design conformance within program guidelines, provide proactive cost management, and maintain program milestones as well as overall schedule.
We recognize the need to help coordinate the various aspects of schedule, budget, process management, approvals, prioritization of program needs and resource allocation. Thousands of items will need to be coordinated, tracked and monitored throughout the program for successful completion. Alter Construction Group provides this programming as part of the preconstruction services and follows up on the coordination with other contractors throughout the building process.
Alter Construction Group assembles functional teams to report to the owner's senior management in three typical areas – design and development, construction and scheduling, and finance. Under Alter Construction Group’s leadership, these teams collaborate and challenge each other to analyze and optimize processes. Critical to providing strong leadership is creating a Needs Assessment and Prioritization Plan, which forms the basis for building the preliminary Master Schedule and Budget. Once the plan is approved by the team, a detailed execution plan is developed with the client to ensure that they have a clear understanding of how progress is monitored. In its oversight role, Alter Construction Group also supervises any additional individual reporting systems that support the master reporting system.

A client deserves to know how things are proceeding every step of the way. That’s why Alter Construction Group uses a system to take vision to reality: around your core idea, we establish objectives (what specifically you are trying to achieve); strategy (how to accomplish your objectives); and tactics (the roles, responsibilities and timelines associated with each strategy). These indicators provide an ongoing performance review for the entire team and a snapshot of whether interim benchmarks are being achieved.
Any plan requires rigorous attention to selecting the right consultants and contractors and putting in place a system of accountability that specifies roles and responsibilities. Along the way, the project schedule will be updated to reflect the parallel paths of the various team members towards completion, and adjustments will be made to allocate support and resources to areas that require it.
No cost should be hidden. That’s why Alter Construction Group works with the project team to account and budget for all the major disciplines for the program. Based on the design data, plus assumptions agreed upon by both the owner and design team, the estimate will encompass the following:
- A detailed trade-by-trade analysis of the project for all hard and soft costs
- A list of qualifications, assumptions, allowances and exclusions
- Specific value engineering ideas and their impact on cost and schedule
- A detailed schedule and logistics plan
Our mission is to support the owner with specialized information and essential front-end planning to achieve the most efficient and effective preconstruction planning and value analysis.
Construction contractors' schedules are reviewed regularly so that actual performance may be compared with the Master Schedule. Control of overall program performance requires that:
- Every activity is monitored while underway
- Corrective actions to restore progress are quickly identified and evaluated
- The most effective actions are taken to restore progress along the intended course
A goal of our system is to generate timely and actionable information. As activities are completed or delayed, the information will be entered, processed, and fed into new schedules that are updated regularly. We can detect when an activity is falling behind and can take corrective steps to bring it back on course.
Alter Construction Group reviews the scope of work with all prospective bidders. By undertaking this review prior to final award, Alter Construction Group will ensure all trades are contractually bound to complete the entire scope of work in sequence and within the established program schedules and budgets.
Alter Construction Group oversees day-to-day construction activities in order to assure compliance with project design, intent, and specifications. The three key areas of success -- budget, schedule, and quality – are strictly managed to ensure that the final outcome meets the needs of the institution and its various stakeholders, including guests, board members, staff and others.

- Evaluation and approval of monthly billings
- Regular inspection of job site conditions and progress
